Die Electronic Frontier
Foundation
(EFF) wurde
1990 gegründet. Es handelt sich um eine “non-profit civil
liberties
organization working in the public interest to protect privacy, free
expression,
and access to public resources and information online, as well as to
promote
responsibility in new media”. Die EFF agiert u.a. durch elektronische
Kampagnen,
wie die “Blue Ribbon Campaign” zum Schutz der Redefreiheit im Netz.
Ähnliche
Ziele verfolgt die Electronic
Frontier Canada (EFC).
The
Union’s policies - Information society, telecommunications, die Website
der EU im
Informationsbereich
(DG XIII), gibt Auskunft über Prinzipien und Pläne der EU bei
der Gestaltung der Informations- gesellschaft.
Die European
Association of
Information
Services (EUSIDIC) und The European Information Researchers
Network
(EIRENE) haben 1994 mit Unterstützung der Europäischen
Gemeinschaft
“Collected Guidelines and Codes of Practice” herausgegeben. Sie
umfassen
folgende Bereiche: Datenbank und Datenbankproduzenten, Host- Dienste,
Telekommunikation,
Electronic Mail, Information Brokers, Downloading, Rechungsstellung
für
Online-Dienste, Gateways, CD-ROM, Updating und Korrektur von
Datenbanken.
Die International
Federation for
Information
Processing (IFIP) ist eine “non- governmental, non-profit umbrella
organization for national societies working in the field of information
processing”. Gegründet wurde IFIP 1960 mit Unterstützung der
UNESCO. In ihrem “Mission Statement” wird auf Notwendigkeit
internationaler
Kooperation insbesondere mit Hinblick auf die Bedürfnisse de r
Entwicklungsländer
hingewiesen. Ein weiteres Ziel lautet: “To promote professionalism,
incorporating
high standards of ethics and conduct, among all IT practitioners”. IFIP
versteht sich auch als Beratungsforum für Fragen der Auswirkung
von
Informationstechnologien auf die Gesellschaft.
International
Federation of Library Associations and Institutions (IFLA) “is a
worldwide,
independent organization created to provide librarians around the world
with a forum for exchanging ideas, promoting international cooperation,
research and development in all fields of library activity. IFLA’s
objectives
are: to represent librarianship in matters of international interest,
to
promote the conti nuing education of library personnel, and to develop,
maintain and promote guidelines for library service.”
Die Global
Information Alliance
(GIA)
ist ein strategischer Verbund von nicht- staatlichen Organisationen und
Fachgesellschaften auf dem Informationssektor unter dem Dach der
Fédération
International de Documentation (FID). Ihre Ziele sind: “to strengthen
collaboration,
strengthen the possibilities to influence policy of national and
international
agencies, work out joint efforts between information oriented NGOs and
associations”. In der Tokyo Resolution, die von 35 Organisationen
anläßlich
der 47. FID Konferenz in Oktober 1994 unterzeichnet wurde, wird
erklärt,
daß “the proper use of information for decision-making at all
levels
of society will help solve humanity’s problems as the world enters an
age
of greater awareness of the importance of information. To this end, it
is critical to ensure continuity in access by documenting and
preserving
high quality records of the actions of society, through time.”
